Overview
Regulating agency: The Insurance Corporation of British Columbia’s (ICBC) Driver Training Unit

Motorcycle Skills Training Program

Part of ICBC’s Certification Program. This program is open to all new riders. Most students already have their Class 5
(passenger vehicle) licence but some students are also new drivers who have been issued a Class 8 learner’s licence.
Schools offering the MSTP are governed by Motor Vehicle Act Regulation - Division 27 and an Agreement with ICBC. This
program allows schools to administer the parking lot skills test that removes the supervision and speed restrictions from a
Class 6 or 8 learner’s licence. Assessment Officers at the schools are evaluated and certified by ICBC.



AGE REQUIREMENTS
Minimum enrolment age: Normally 16, however, students may enrol in and begin the first classroom session prior to getting their learner’s licence

INSTRUCTOR REGULATIONS (IN-CLASS)
Certifications ⁄ designations
Driver ⁄ Criminal record check: Applicants of a driver training instructor’s licence must have less than 10 demerit
points within the past 2 years, and no convictions under the Criminal Code concerning driving of a motor vehicle or
convictions in any other jurisdiction for offences analogous to those under the Criminal Code concerning driving of a
motor vehicle for 3 years before the application; applications for a driver training instructor’s licence may be rejected
if a police check indicates a conviction for an offence involving dishonesty, violence or indecency within the past 5
years
Licence held: Hold British Columbia Class 5 (for instructions on Class 5 or 7 licences), or Class 6 (for instructions on
Class 6 or 8 licenses)
Age
Minimum driving experience: 3 years
TRAINING VEHICLE
Additional vehicle requirements: A rear view mirror firmly mounted so as to give the instructor a clear and
unobstructed view of the highway to the rear of the vehicle and separate from mirrors that the vehicle was originally
equipped with when manufactured

Dual control brakes: Dual clutch pedals for manual transmission vehicles
Passenger restrictions
Required insurance: Ensure that vehicle conforms to current statutes and regulations and bear valid licence plates,
registration and insurance forms, and mechanical inspection certificates as required. Vehicles must be mechanically
inspected once per year at an approved commercial vehicle inspection facility.
Vehicle signage: Display the words “student driver” in legible printed upper case letters not less than 50 mm high
with the lettering and background colours in contrasting shades displayed on the top or rear of the vehicle and visible
to the rear
Vehicle class used: Any vehicle driven by licensed Class 5 driver
COMPLETION REQUIREMENTS
Successfully complete minimum in-classroom instruction hours
Successfully complete in-classroom evaluation: 14/14 Beginning Competencies and 20/25 Exit Competencies
Successfully complete minimum in-vehicle instruction hours
Successfully complete in-vehicle evaluation: 14/14 Beginning Competencies and 20/25 Exit Competencies
Successfully complete 4 hours of discretionary time (several options as to how discretionary time may be used)
FOLLOWING PROGRAM COMPLETION
Driver Education certification issued to student: Once the above requirements have been met, a completed Declaration of Completion form will be issued by the Driver Training School
Insurance discount
Time-reduction in GDL program (number of months): New drivers who successfully complete an ICBC-Approved Driver Education Course will receive a 6 month reduction in their novice stage if the driver remains violation and at-fault crash-free for the first 18 months of their novice stage
PRACTICE DRIVING (WITH PARENT-GUARDIAN)
Minimum practice driving hours: 60 hours (which includes the 12 hours of in-car training)
INSTRUCTOR REGULATIONS (IN-VEHICLE)
Age: 19 +
BAC level while instructing
Certifications⁄designations: • British Columbia GLP Instructor designation on his/her instructor's licence;
• Practical Instructor designation on his/her instructor's licence to deliver practical instruction (Non-GLP only)
Driver ⁄ criminal record check: Same regulations as in-class instructors
Licence held: Hold British Columbia Class 5 (for instructions on Class 5 or 7 licences), or Class 6 (for instructions on Class 6 or 8 licenses)
Location in vehicle while instructing
Medical report filed: Medical standards for instructors similar to commercial vehicle driver licence standards
Minimum driving experience: 3 years
SUPERVISOR (PARENT-GUARDIAN) REGULATIONS
BAC level while supervising
Driver log: Supervisor requested to fill in the log
Licence held: Class 5 or better
Location while supervising: Must be seated beside driver

ADDITIONAL FEATURES
Credits towards high school graduation: 2 credits towards high school graduation may be awarded upon successful completion of an ICBC-Approved Driver Education Course
Discretionary allocation of instructional time: A minimum of 4 hours can be used as the instructor determines necessary; the time can be spent in the classroom, the vehicle, or both
