PASSENGER VEHICLES MOTORCYCLES

To obtain a licence to operate a passenger vehicle in PEI, there are three GDL stages: Stage 1 begins with a Class 7 Instruction permit, followed by a restricted Class 5 Novice licence in Stages 2 and 3.

AGE REQUIREMENTS
Minimum entry age: 17 years and 9 months with driver education course
Minimum exit age: 18 years and 9 months
ENTRY REQUIREMENTS
Parental consent
Successfully passed test  ⁄ course
Time completion: 1 year in Stage 2
EXIT REQUIREMENTS
Time completion: 1 year in Stage 3
Successfully passed test ⁄ course

DRIVING RESTRICTIONS AND CONDITIONS
BAC level while driving: 0.0 BAC

The following rules apply to those who received their Instruction Permit for Stage 1 after April 20, 2007, then completed Stage 2 and have entered Stage 3:
Display ďGĒ sign⁄plate when driving: Stage 3 drivers are required to have a Graduated Decal displayed on any motor vehicle they operate; this is the same decal the driver received for Stage 2
Night restrictions
Other restrictions: No Stage 3 driver shall use a hand-held cellular telephone, headphones, mp3 player or any other hand-held electronic device while operating or having care and control of a motor vehicle
Passenger restrictions: No more passengers in the vehicle than the number of available seatbelts
Road restrictions
SUSPENSION & PROHIBITION
If the license is suspended, cancelled, or disqualified, the driver will be required to restart the GDL Novice stage
Lower driver penalty point threshold: An accumulation of 9 or more demerit points will result in the suspension of the Stage 3 Driverís Licence, followed by a one-year probation period; if the driver receives any fines that carry demerit points during the probation period, the Stage 3 driverís licence will be suspended
Violation of the passenger restrictions: The Stage 3 driver will be suspended for any seatbelt fines they receive: 1st offence - 30 days and 2nd offence - 90 days

No driver may apply for a Class 1, 2, 3 or 4 driverís Licence until they have successfully completed the GDL Program
