Overview
Regulating agency: The Insurance Corporation of British Columbia’s (ICBC) Driver Training Unit

Motorcycle Skills Training Program
Part of ICBC’s Certification Program. This program is open to all new riders. Most students already have their Class 5
(passenger vehicle) licence but some students are also new drivers who have been issued a Class 8 learner’s licence.
Schools offering the MSTP are governed by Motor Vehicle Act Regulation - Division 27 and an Agreement with ICBC. This
program allows schools to administer the parking lot skills test that removes the supervision and speed restrictions from a
Class 6 or 8 learner’s licence. Assessment Officers at the schools are evaluated and certified by ICBC.

INSTRUCTOR REGULATIONS (IN-CLASS)
Age
Certifications ⁄ designations: Class 6 instructor licence includes classroom instruction and practical training
Driver ⁄ Criminal record check: Applicant’s for a driver training instructor’s licence must have less than 10 demerit points within the past 2 years, and no convictions under the Criminal Code concerning driving of a motor vehicle or convictions in any other jurisdiction for offences analogous to those under the Criminal Code concerning driving of a motor vehicle for 3 years before the application; applications for a driver training instructor’s licence may be rejected if a police check indicates a conviction for an offence involving dishonesty, violence or indecency within the past 5 years
Licence held: Hold British Columbia Class 6
Minimum driving experience: 3 years

ASSESSMENT OFFICER REQUIREMENTS – CONDUCT FINAL RIDING TEST
Holds a valid Assessment Officer Certificate of Qualification
Assessment Officers are evaluated initially and then requalified every two years

Motorcycle Skills Assessment Certification form issued upon passing the Motorcycle Skills Assessment (practical parking lot skills test)
Time-reduction in GDL program (number of months): The Motorcycle Skills Assessment may be conducted after the rider has held their learner’s licence for 2 days. New riders who successfully complete the Motorcycle Skills Assessment may have the supervision and speed restrictions removed from their Class 8 or Class 6 learner’s licence. Time reduction for Class 8 may be from 30 days down to 2 days and for Class 6 from 14 days down to 2 days; course must be completed in no fewer than 2
days and not more than 90 days
