PASSENGER VEHICLES MOTORCYCLES

To obtain a driver’s licence to operate a passenger vehicle in QC, there are two stages to the GDL program: Class 5 Learner and a Class 5 Probationary licence.

AGE REQUIREMENTS
Minimum entry age: 16 years
Minimum exit age: 17 years
ENTRY REQUIREMENTS
Driver education: Required. It comprises four phases of learning in which theory and practice alternate. The program totals 24 hours of theoretical training and 15 hours of practical training
Knowledge test: Must achieve 75% for each of the three parts on traffic rules, road signs and traffic signals
Parental consent: If driver is under 18 years
Successfully passed test  ⁄ course: Phase 1 of driving course

Knowledge test: After 10 months of holding Learner licence. Must achieve 75% for each of the three parts on traffic rules, road signs and traffic signals

SUSPENSION & PROHIBITION
Lower driver penalty point threshold: 4 instead of 15; a learner's licence is revoked for a minimum period of 3 months following accumulation of 4 demerit point. Once revocation is over, the licence is valid again...is extended by at least 3 months.
New: Immediate seizure and impoundment of the vehicle if the blood-alcohol level is above 160mg/100ml, or for a refusal to provide a breath or blood sample, a refusal to submit to physical coordination tests, or any other repeat offence
Violation of the zero BAC limit: A new driver who consumes alcohol and drives will have their learner's licence suspended; if an offence is committed, 90 days of immediate suspension...resulting in a licence revocation of at least 3 months

ADDITIONAL INFORMATION
Effective June 19, 2011, the holder of a driver's licence is subject to the following conditions according to age:
  • Under age 23 - When 8 or more demerit points are entered on the driving record, the licence is revoked
  • Age 23 to 24 - When 12 or more demerit points are entered on the driving record, the licence is revoked
  • Age 25 or older - When 15 or more demerit points are entered on the driving record, the licence is revoke

The minimum licence revocation period is 3 months. It could go up to 6 or 12 months depending on the number of demerit points entered for a single offence, or if the driver's licence has previously been revoked.

Licence revocation means that a person no longer has the right to drive during the penalty period or, if the person does not hold a licence, the right to obtain once is suspended.
